Emanuel pledges climate bill; Boehner scoffs

It sounds like Rahm Emanuel is really going to be pushing forward with the new energy bill with his comments yesterday. However, the way I interpreted his message is that there will be a new bill for the President, but the specifics of what actually will be in the bill have not yet been determined. I just having a lot of trouble believing that Republicans and many coal burning Democrats will allow the most restrictive cap on emissions by the end of the year especially considering that health care is still on the agenda before summer break. If something is actually going to pass through Congress I see it as being a watered down version of the President's desire to place a cap and trade system in the U.S. in the next few years similar to the way former President Clinton had to settle on his health care reform. At some point we have to look and see how will the issue be presented and who will win the framing wars. It does not take much to skew the information regarding emissions one way or the other and so whichever side attacks the battle effectively should be able to control the new legislation. Who knows we may even have to wait for that 20 year study that Professor Eismeier suggested before we get to the real cap and trade solution.
