Ruling may not be enough to fill Minn. Senate seat

One of the intriguing subplots in Congress right now is when will Minnesota get its second member in place. It will be interesting to see if the loser of the ruling that should come down this week pursues further legislation. Will Republicans continue to support Norm Coleman's bid for reelection? Even if they think he won't win, they might just do so to keep themselves in a position to filibuster any measures that they deem unfit.
