NY State Eases Rockefeller Drug Laws
In a big victory for State Democrats, NY has eased the infamous Rockefeller Drug Laws that required mandatory sentencing for nonviolent drug crimes. Instead, judges will now be able to decide sentences for themselves. This means more addicts will end up going to rehab rather than jail, and the State expects to save around $250 million a year!

I'm not sure it's a "victory for state democrats." They kind of run everything. It was more of a decision.
It was a victory just like health care reform will be a victory for Congressional Democrats. State Dems have tried for many years to ease the Rockefeller laws, and now they have finally suceeded in doing so.
