FBI finds nothing for 2 out of 3 who seek records
Maybe the health care database isn't the only thing that needs to be created. Although many of the files that people ask for from the FBI may simply not be available due to a lack of evidence or record, there are still some situations that would be better served if the FBI used a better file keeping system. It is important not to give away evidence that is under investigation or poses a threat to national security, but for simple files the information should be given out according to the law. If the FBI misses on 66% of the inquiries, then it is clearly not doing its job correctly because that is the most of any federal agency.
