Approval Ratings Down Across the Board

Obama clocks in at a lower approval rating than the past in this Pew poll, but the Republicans in Congress fare even worse, with their worst approval on record. This suggests to me that Americans are just generally unhappy due to the economic crisis--it is hard to approve of any elected leader when the actions available are so constrained and problematic (bailout banks or allow financial system to fail? Run budget deficits or prolong recession?).
