TJE, I don't necessarily disagree that tax rates play some role in migration, I just think that that is too simplified a way to think about it. It is not going to be the sole reason people move to another location. All of these articles don't take into account communities, schools, friends, and other factors that could be a convincing factor in making people stay where they are even if they are taxed an extra 3% on their income. If you really like the community your living in for any number of reasons, a couple thousand dollars out of the million or so you make per year isn't going to make you move somewhere else.
