Have Market Interventions Caused High Unemployment in Black Communities?

This is kindof similar to something Megan put up a while ago. The author doesn't have any economic evidence, and doesn't really give an explanation of any opposing views, but I thought the argument was interesting and sortof made sense. What do you guys think?

I really like Walter Williams, and think he makes some really interesting arguments. I've looked at this a bit. Most economists agree that some people are harmed when the minimum wage is increased because of less jobs and some people benefit because of higher pay. I know it has negative effects on teenagers specifically, but I have never thought about its racial implications.
