Should Professors at Public Universities Have to Respond to FOIA Requests?

Professors at public Universities are technically state employees and are therefore subject to open government laws, like Freedom of Information Act (FOIA) requests. The Republican party in Wisconsin recently filed a FOIA request to see all of a University of Wisconsin Professor's emails that pertain to the words "Republican" and "Scott Walker" among other things. This editorial argues that this only serves to chill Free Speech. Wisconsin Republicans, however, argue that Professors should be no different from other state employees.
