Monarchies could learn from Morocco

Don't worry, I don't have anything critical to say in response to the article. I just thought one sentence in particular stood out:

"Dissidents were brutalized under the late Hassan II, to be sure, though that monarch's pro-American, anti-Soviet foreign policy was among the most constructive in the region."

What a charming way to refer to that period? I'm all about realist foreign policy, but seriously? The sentence basically should be read as:

"Hassan II brutalized dissidents, but this fact can largely be overlooked since he was one of the few in the region whose pro-American, anti-Soviet foreign policy aligned with Western interests."
