Anti-abortion v. Anti-family planning could restrict Republican votes

As three pieces of legislation are being tossed around regarding limitations to abortion access, it is unclear whether Republicans are going to be able to pass their proposals with internal disagreement (Tea-party opinion is unclear, according to the article) over anti-abortion and anti-birth control legislation -- Pence's bill would "would deny federal family-planning funds under Title X to groups that offer abortion access", leaving groups like Planned Parenthood out of commission. Pelosi notes that while the bills could theoretically be passed with majority support, some internal party conflicts over anti-abortion v. anti-family planning could hinder the success of the legislation.
