Too poor to bury the dead

Detroit is in such a bad condition that many families are not even able to afford to bury or cremate their dead, so now morgues are filled with unclaimed bodies. This is a terrible situation and begs to question, why does it cost thousands of dollars to bury or burn a body? Where is all this money going? Should the industries that are profiting of these mourners be investigated and changed?
