Damages to lungs from breathing toxic fumes is a hoax!
I would imagine this is meant to pave the way for EPA regs. Personally, I find that much more appealing than a congressional approach, since it might actually be able to make a difference without "porking" every congressional district in the nation and enacting draconian cuts in CO2 emissions for a measly 0.2 degree reduction in temperatures.
Update: Looks like I win, this from the Republican Study Committee - "Every day, over 6 billion humans and an untold number of puppies, kittens, and other animals produce large quantities of this ubiquitous gas. Should they be required to stop breathing? And every day, trees, flowers, shrubs, and other flora use carbon dioxide to sustain their own existence. Liberals are supposedly more plant-friendly than the rest of us, so why would they try to limit a gas that is essential for plant life? If the rainforests could speak, would they be stunned by this betrayal?"
Now there's a way to broaden the tent: if the Dems get their way, we'll have to kill all the kittens!!! That must be a first.
Adding, maybe the GOP should co-opt that viral video of the kitten spreading its arms, and juxtapose it with a skull and crossbones for the next RNC ad. Ahh, if only tweens could vote.
