What Is Congress Stimulating?

Looking at some of the specifics detailed in this article, the stimulus plan does appear to hold some unnecessary expenses that I think could be held off at this point in time. It seems odd to me that we are constructing new buildings for the National Institue of Standards and the Oceanic and Atmospheric Administration with almost $800 million. If we are going to spend that kind of money on construction it should be devoted to something like infrastructure repairs that will make it safer for the average citizen to drive.
