Top Navy official to review Guantanamo operations

Guantanamo Bay is coming to a close, but what remains is a lot of trouble for Obama. Where are we going to displace all of these inmates? I have heard rumors that we are considering sending 45 of the 245 inmates to Europe with compensation attached, but what country really wants to be associated with a person who was sent to Guantanamo? I know this might be better discussed during the debate on Thursday, but I am really curious as to what the plan is regarding this "bailout package."
