Should U.S. participate in Durban II?

While I am not sure if Durban II is the appropriate forum for NGO discussion, the US does need to take a closer look at utilizing NGOs to help with some of our international social/human rights policy. Now is the time to rebuild our global image and collaborating with NGOs and other nations may be one way to do this.
