The only reason Arlen Specter is caught in between on this bill is because he doesn't know whether he should vote in the interest of the thousands of workers in PA who would benefit from the EFCA, or whether he should vote in his own personal interest. Companies throughout PA have given Specter an ultimatem of sorts : that they won't fund his future campaigns, looming very close in the background. It is not an issue of whether the bill will help his constituents, or even the economy. It is a question of whether he will be elected again without sufficient funds to campaign.
