From a Gallup poll--among the 79% of Americans who think the partisan tone has not improved, 41% blame Republicans, while 30% blame Democrats (although the frustration with both is fairly high too, 23% on a volunteered response). This poll was taken over the weekend, and makes me suspect that Americans place slightly more blame on the GOP for not moving on the stimulus bill.
