Russia's cooperation with us is important because we cannot afford to go at facing Iran alone. If we can build up our alliance we will be able to reduce our defense spending while putting greater pressure on Iran to curb its nuclear operations. By offering an incentive to stop building a defense system, we are giving Russia an opportunity to show some good will and help restore confidence that we can rely on them to combat future problems in the Middle East.
