Lawmakers Battle on Census Citizenship Question

Should we be determining how many people or how many citizens (and resident aliens, etc.) live in the country? In other words, should the number of legal residents of a given area determine the allocation of federal funds, political representation, and everything else the census determines? I certainly think so.
